IN Horse Transport Safety Act (HTSA) was recently reintroduced in the US to prohibit the transport of horses across state lines in double-deck trucks or trailers containing two or more levels stacked on top of each other.
As WAN previously reported, bill passed by the US House of Representatives last July as part of a larger federal transport package, but the Senate did not vote on the law. This year’s version of the bill currently has 105 bipartisan co-sponsors.
“Horses deserve to be transported as humanely as possible. Double-decker trailers do not provide enough room for adult horses, and accidents involving double-decker trailers are a dire reminder that this practice is also dangerous for drivers, ”Congressman Cohen, who has supported the measure since its 2008 introduction, says statement. “I look forward to seeing this measure move forward like last year and become law.”

American Veterinary Medical Association recommends at least 7 or 8 foot clearance for horses; Double-deck trailers typically have a ceiling clearance of 4’7 “to 5’5”, which usually prevents horses from standing comfortably or even fully extending their head and neck inward. Moreover, because horses cannot maintain proper balance, they are at a higher risk of injury from a fall. Horses can also be injured when loading onto the steep ramp of a double-deck trailer.
