If you work in a racetrack, horse training or breeding facility, veterinary office, or any other business associated with or adjacent to the racing industry, whether you are a veterinarian, groom, horseman, rider, or timer on morning workout – you may have noticed something that needs to be reported.
For the past two years, PETA has been inundated with advice warning us about unethical and illegal horse racing. This is why we now offer a whistle-blower hotline for workers who witnessed or knew about animal cruelty or other illegal activities involving horses used for horse racing or other equestrian competitions.

Whistleblowers – Animal Protectors
Every week, an average of 24 horses are involved in accidents at racetracks across the country, and the number continues to rise.
By reporting your concerns to PETA, you will allow us to uncover the abuse and file appropriate complaints so that racing industry regulators – and possibly law enforcement agencies – can investigate and take action against those responsible.
WATCH: The whistleblower advice allowed PETA to keep the heartbreaking footage below, which prompted authorities in two different states ban trainer Amber Cobb.
Please contact PETA if you see or learn of anything of concern, including the following:
- Horses injected with prohibited substances in an attempt to mask injuries, including inappropriate use of anti-inflammatories, pain relievers, or muscle relaxants.
- Harsh whipping of horses or the use of electric shock devices.
- Any use of lashing, toe grabbing or other techniques that cause horses under 2 years of age to run at excessive speed for a “hook show”.
- Other inhuman teaching methods
Please use caution when reporting anything that bothers you and PETA will review it. All calls and emails will be handled confidentially. If you have documented potential violations using photos or videos, please let us know. You can anonymously report your concerns to PETA by email. - If your email account includes a spam (“spam”) filter and you want to receive a response, make sure the filter does not block messages from PETA (PETA.org).
- Are you reporting that the animal is in imminent danger? Do you know where exactly to find this animal, and is there violence or danger right now? If so, please call your local police station… If the police don’t answer, call PETA immediately at 757-622-7382.
