    Salisbury, North Carolina – Below, please find a statement by Rachel Bellis, PETA’s Local Affairs Manager at the Violence Investigation Department, in response to an announcement that the Salisbury Police Department curator in North Carolina who was filmed abusing K-9 named Zuul. will not be held criminally liable:

    This is a blow to the teeth of the community and every decent law enforcement officer who, like everyone else, loathes Zuul’s treatment. Choking, hitting and clapping a gullible dog and then calling it “training” is like hitting a child and calling it “discipline” – neither is forgivable. North Carolina’s animal welfare laws apply to everyone, whether or not he is wearing a uniform. As PETA joins the Salisbury community in disgust at the fact that Zuul’s abuser will not face charges, this unsettling case has exposed the brutal training of many K-9s, and we look forward to hearing about the Salisbury Police Department’s plans to rethink their practice. to prevent another dog from ever suffering like Zuul.
